I haven’t read through all the comments on this thread, but I still see people discussing why AFRICAN was listed under RACE.

Has anyone considered that a birth certificate needs to contain adequate information to determine whether one is a natural born citizen? The birth certificate is the single document that documents the scenario of anyone’s birth. Had they entered NEGRO into the RACE slot, the true circumstances of BO’s birth would not have been documented.

Somewhere online during this whole saga, I saw a BC from someone who had born to a US citizen mother and an Asian father. The RACE slot for the father said either JAPANESE or JAPAN.

Folks in the 60’s were much smarter regarding our Constitution, it was much more than just a piece of paper back then.

I wish someone could get into the archived SOPs for Hawaii’s Health Department to see what guidelines they were given back then for entering information in the BCs. I’d bet this could be some good research.

Race does not equate to nationality. If they wanted one or both they could have made provision for it on the form but African is not a race and should not have appeared in that block on the form. If individual who was involved in filing out the application used the term African to signify his race, the clerk may have just transfered the information from the application to the COLB.

I completely understand your point, but this COLB was typed out supposedly in 2007. So put yourself in a clerks position, assuming that the COLB is real, it is not. The clerk looks at the race of the father on the original and it says maybe something like “Negro”. She decides to use the modern day term of African.

Research may be best done in how the State Department handles notification to the states that a citizen delivering a child in a country other than that state notifies the state. What forms and terms are used?

That is your assignment if you wish to accept it.....cue music!

BTW you are allowed to "Ask a fifth grader" "call a friend" or organize a team to reseach topic.
