Look at the source on that page - and then tell me if you don’t believe that Kenya has used cents historically. Besides, I’ve seen images on these threads that show the cents denominated coins...so believe that also.
The issue of the 7s 6d price on the Kenyan BC document, a common price in Great Britain, must be explained in other ways - like common usage of currency between Great Britain and even then independent Kenya, or forms printed in England, that sort of thing.
