Easy, whoever did it was smart to make it, print it out and scan it again maybe?
I could be wrong, but it makes perfect sense..

吃驚さん、my point is that A4 size paper seems anachronistic: I don't believe that a 1964 Australian government document, as the Bomford original purports to be, would have been printed on A4 paper. I don't think Australia adopted the use of A4 paper until the 1970s.

When the paper was scanned (File Modification Date/Time : 2007:06:05 07:15:37-04:00), it didn't cross the person's mind to change the paper size (option) when it was scanned; or it could have been the default of their LEADTECH software/installation/computer. Don't quote me on any of this, of course.
