So, if you go to Hawaii to get your COLB for an out-of-country birth, would they record the time-of-birth in Hawaii time or in Kenyan time?

I think you are operating under a misapprehension. There is no disparity.
Both the Hawaiian COLB and this Kenyan Certified Copy of Registration of Birth have the same birth dates, August 4, 1961. The August 5th date, the day after the birth, is the date the birth was officially registered at the record keeping authority in Kenya. The Hawaiian COLB shows that the birth was registeredwith the Hawaiian authorities on August 11, 1961, seven days after the birth.
