No it doesn’t. The 12 month lag was an administrative framework given to orderly transfer the adminstion of the colony over to Kenyans.
As soon as independence was given Kenya became a Republic. What else would the country be called??

A few countries that do not have the word Republic in their official long form name (according to the CIA world Fact Book).....Canada, Australia, Belize, Trinidad & Tobago, Jamaica, the United States of America.
Point being, take nothing for granted.
The exhibition of any other vetted official Republic of Kenya document dated February 1963 (prefereably a similar birth record) is the only way to validate this document. Everything else is speculation no matter how logical it may seem.
