Wrong.. Kenya left British Commonwealth in December 1963.
The question is did they print up government documents in anticipation of becoming a Republic before the Republic was officially declared?

Please reread post I asked whether Kenya was a commonwealth member in 64. My conclusion was based on an affirmative answer to the question, but I stated that I did not know the actual answer.

It is quite possible if you look at the document number. It's very low and they were possibly anticipating that it would be a republic so they started using them early. It has been stipulated by someone else earlier and it made sense to me!
