The certification papers issued to the state of Hawaii have the proper text because Hawaiian law requires it. So Hawaii holds the key, ironically....

But the question must be asked: Why did Pelosi sign two different certification forms when the all inclusive one that was sent to Hawaii would have worked for all states? And, regardless of what wording a particular state may have required, it was her responsibility to insure that Article II was being upheld in all cases because her oath of office required nothing less. Do you suppose she would argue that as the DNC Convention Chair, she didn’t have to follow her Congressional oath?

There definately appears to be an anomoly as to her signature on the certification form containing the Constitutional language. The writing appears forced, rough and unnatural. Her signature on the other certification appears much more free flowing and natural. What do you suppose that means?
