Tell your daughter that what is happening is cultural and not racial.
People make an individual choice of how they want to interact with the world, and this is completely independent of race. You can choose to be a positive person. A person who is cheerful, helpful, respectful, and has manners.
You can also be a negative person. A person who is surly, indifferent, disrespectful, and vulgar.
You will find that people that fit into the first category tend to have more friends and do better in life. The people in the latter category do not.
So who's fault is it if a noticeable subset of any specific group chooses, of their own free will, to behave in a way that is detrimental to their own best interests?
It's not about race people, it's about behavior. I know many people who are a PITA. I avoid them whenever possible, and they come in all colors.
