Beth absolutely believes that she has been kidnapped. Beth says that this is not a missing person. She called 911 saying that her daughter had been kidnapped.

But as time has gone on, it seems to me that Beth may have started thinking that the kidnapping was a ruse (deception).

One of the chaperones called Beth on 12pm to say that NH wasn’t in the lobby at the hotel.
Beth inmediately knew that NH was missing and she called the FBI that her daugher had been kidnapped. NH didn’t have contact with with Beth during her trip.
