The amount the government takes, IMO, is less important than what the government spends. Precisely why Dr. Walter Williams has advocated a constitutional SPENDING CAP as expressed by percentage of GNP.

I oppose that plan simply because we have a huge problem accurately measuring GNP, and the same people that are spending too much money will be the one's deciding how we measure it.
I think we need a plan that forces us to cover not only all expenses, but not less than 5% of the national debt annually, with the 5% a constant dollar figure rather than one which is reduced as the debt is reduced. I would maintain that figure for not less than 10-years.
