Nothing is wrong with that if that's exactly the way it happens.
How many terrorists do we allow in in the name of semi-open borders. Remember the terrorists have sleepers who lie in wait for years just for one opportunity to blow something up. We have to be more on guard than ever, open or even semi-open borders are not wise.
