Judging from the stills, pieces of tissue flew way up, into the relatively still air above the top edge of the windshield. These would have been blown back (try tossing something light and small upward the next time you in a moving convertable; make sure you don't need to get it back).
Simple as that.

Just a guess, head thrown forward with impact of shot hitting from behind. As in any "whip lash" scenario head with fling backward after being thrown forward causing remaining brain matter to be flung out. Vehicle still moving forward as well (granted not very fast) also what is the percentage deferential for brain matter forward and back? 70% forward 20% back, 10% vaporized?
