FAIRMONT - Two caregivers are charged with abuse and neglect of an incapacitated adult after Fairmont police said they sprayed a man with a water hose. Court documents said Melissa Shonce, 33, and Courtney Mundell, 21, were trying to get a man to come inside the ResCare facility on Mary Lou Retton Drive on June 10. When he did not, officers said the women sprayed the man with the water hose. Police said an officer received a complaint from a ResCare director.

CHARLESTON, W.Va. (AP) — A Democrat has refiled a proposal banning abortions after 20 weeks gestation in West Virginia, despite its veto last year. On Tuesday, Fayette County Del. David Perry reintroduced the bill that Democratic Gov. Earl Ray Tomblin vetoed. It bans abortions after 20 weeks, except for when expectant mothers have certain serious medical emergencies. Leading up to last year's election, the Democratic-run House and Senate passed the proposal overwhelmingly.

CHARLESTON, W.Va. – A lawsuit is blaming a restaurant's bad meatloaf for the deaths of a former West Virginia state lawmaker and her husband. Former Delegate Virginia Starcher's family filed the lawsuit last month against New Albany, Ohio-based Bob Evans Farms in Jackson County Circuit Court. Bob Evans spokeswoman Hinda Mitchell said Friday the chain will vigorously defend itself in the matter. Starcher and her husband, Harold, ate part of their meatloaf meals from a Bob Evans in Ripley in October 2012. Their takeout dishes included meatloaf, mashed potatoes and gravy, broccoli and a roll, the lawsuit says.

WV State Regional Jail Authority Director, Joe DeLong, confirms that four correctional officers and four other inmates are now charged after they plotted to kill another inmate. DeLong, who is currently Boston attending the marathon, says the information surrounding the investigation came out Friday when the indictment was unsealed in Cabell County, WV. DeLong adds the correctional officers involved in the incident which occurred in October of 2013 are no longer with the West Virginia Regional Jail Authority. Steven D. The proposal passed Monday in the Committee on Health would prohibit abortions after 20 weeks unless a physician deems a woman's medical complications pose a risk to her life or would cause irreversible physical impairment. This does not include a woman's psychological or mental condition. The bill would also compel physicians who perform abortions after 20 weeks to do so in such a way that provides the best opportunity for the unborn child to survive.

CHARLESTON, W.Va. (AP) - Police in Charleston say two juveniles have been charged in a hammer attack outside the Charleston Town Center mall. Media outlets report the attack occurred on the Court Street side of the mall Thursday night. Police say Ryan Lynch of Charleston underwent surgery for a head injury at Charleston Area Medical Center's General Hospital.
