My order at my favorite Chinese takeout was taking too long. I stopped into the men's room. There I witnessed a common scene: the modern toilet disaster. An otherwise clean business had a restroom calamity on its hands, one so grim that I hesitate to describe it. The conjectural history is not difficult to reconstruct. California Governor Gavin Newsom proposed his first budget for the state on Friday, and it includes a tax on drinking water. The budget, titled “California for All,” declares drinking water a “fundamental right,” and adds: “The Budget includes short-term measures to bring immediate relief to communities without safe drinking water and also proposes an ongoing sustainable funding source to address this problem into the future.” The San Francisco Chronicle notes: “The details of the proposed tax are unknown, but a similar proposal was abandoned by then-Governor Jerry Brown last year after failing to garner enough support in the legislature.”

A federal judge issued a nationwide injunction Thursday against the Trump administration for delaying the Obama-era Waters of the United States rule, dealing a setback to a key piece of President Trump's deregulatory agenda. Scientists have uncovered a "a stable body of liquid water" on Mars, in what some are calling a "game changer" in the search for alien life.
