DALLAS -- Dallas police said they don't plan to file charges against the owner of a Dallas convenience store who shot and killed a suspected robber. Police said the victim was the alleged robber, 24-year-old France Lawson. The shooter was the owner of the Super Save food store on Barnes Bridge Road in Dallas. Although he refused to talk on camera or use his name for fear of retaliation, the owner offered a full account of his frightening ordeal. He said Lawson walked into the store asking for a cigar. The owner said he told Lawson the store was closed,...

I thought I would tell a very interesting story that helps prove that liberals are endlessy clueless and endlessly downtrodden and depressed. I work for a certain grocery chain. Yesterday we had a store meeting which was called. We watched an hour's worth of Ed Foreman. Ed is a motivational speaker. Here are his credentials. Read them then I'll go on with the story. FOREMAN, Edgar Franklin, a Representative from Texas and New Mexico; Born in Portales, Roosevelt County, N.Mex., December 22, 1933; Attended the public schools of Portales and Eastern New Mexico University at Portales, 1952-1953; B.S., New Mexico...

A West Milwaukee store tops a national gun control group's list of what it calls the nation's worst gun dealers. But the owner of Badger Outdoors Inc., 2339 S. 43rd St., said his store goes out of its way to cooperate with law enforcement authorities. "We run a straight, honest shop here," owner Mick Beatovic said. "If we break the law in this store, I go to prison." Using U.S. Bureau of Alcohol, Tobacco, Firearms and Explosives records regarding guns sold between December 1989 and January 1996, the Washington-based Brady Campaign to Prevent Gun Violence listed the 10 dealers nationwide...

Wal-Mart Opens First Store in Beijing By CHRISTOPHER BODEEN Associated Press Writer BEIJING (AP) -- Wal-Mart, the world's biggest retailer, opened its first outlet in China's capital Friday, making its inaugural foray into a major Chinese city after setting up 22 stores elsewhere in the country. Thousands of shoppers packed the cavernous Sam's Club store on the far western edge of Beijing, testing out electronics, puzzling over imported cheese and loading shopping carts full of beer, paper towels and fresh seafood. "We'll try it out. The prices look cheap, but it's a little far to come," said Li Mei, a...

PORTERVILLE - It was business as usual this morning at Sherwood Handy Market, even though just hours earlier a shooting occurred during a robbery attempt. Tulare County sheriff's detectives said on Monday night a clerk was shot in the leg and there was an exchange of gunfire outside the store as the would-be robbers fled, empty-handed. Detectives said they received reports at about 9:30 p.m. of a shoot-out at the store at 1907 W. Morton Avenue in Porterville. Deputies were told two men wearing red clothing walked into the market and demanded money from the clerk. When he did not...

A watchful eye.

The state's system of categorical funding for schools is a bureaucratic labyrinth. It consists of dozens and dozens of separate pots of money and is marked by outdated programs and inequities.

It is also marked by a sea of red tape that is inconsistent and confusing. Some categoricals are closely watched by the state, and the scrutiny, uncomfortable as it can be, has paid off for both taxpayers and schoolchildren. Other programs receive limited reviews, or no monitoring at all, begging the question of whether they are working.

A Modesto sports memorabilia store owner shot and killed a gunman trying to rob the shop Monday afternoon, police said. Detectives questioned and later released Dave Prendergast, 57, after the shooting, which happened at Dr. Sports Cards & Collectibles at 415 Burney St. Evidence was inconclusive in determining whether detectives would recommend criminal charges be filed against Prendergast, Detective Phil Owen said. The robber, who was shot once in the head, had not been identified late Monday, police spokesman Doug Ridenour said. At 1:15 p.m., several witnesses heard two gunshots come from inside the downtown Modesto business. Moments later, a...
