Unlike 2012 when Governor Romney had sufficient delegate strength to stack the rules committee, absent a candidate emerging with the capability to achieve majority wins in states throughout the nation, the 2016 rules committee gathering will bear representatives from the many candidates still in the game—meaning anything can happen.
