A Chicago judge appointed a special prosecutor on Friday to investigate Cook County State’s Attorney Kim Foxx’s handling of the investigation into Jussie Smollett’s alleged hoax hate crime. Police say a news release that Alderman Proco "Joe" Moreno was arrested Tuesday night on felony charges of insurance fraud and obstruction of justice. He's scheduled to appear in court on Wednesday.
