The University of California will pay damages of $30,000 to each of the 21 UC Davis students and alumni who were pepper-sprayed by campus police during an otherwise peaceful protest 10 months ago, the university system announced Wednesday. Police say more than 100 people have been arrested as Occupy Wall Street protesters march in small groups around Manhattan's financial district to mark the anniversary of the grass-roots movement. Police also removed four protesters in wheelchairs after they blocked a busy street Monday. Loud chanting and the sound of drums filled the air. The demonstrators clogged traffic, and dozens of police officers and vans lined the streets. But the protests lacked the heft of last year's Occupy events.
