A Chinese chemical company says it has begun building a $1.85 billion plant in St. James Parish, about 15 miles north of Thibodaux, that promises to create hundreds of jobs. A 21-year-old man and 17-year-old woman are accused of using the dating website Plenty Of Fish to lure a man to a St. Roch park and then rob him at gunpoint, according to New Orleans police. Jarius Smith and Oliska McNeil were arrested and booked into the Orleans Justice Center jail Wednesday (Feb. 1) with armed robbery. A grand jury indicted Ronald Gasser Jr. on Thursday in the fatal shooting of the former N.F.L. player Joe McKnight, handing down a second-degree murder charge. The charge is more severe than the one that Mr. Gasser had initially faced in December, when critics complained that racial bias may have affected the investigation. If convicted, Mr. Gasser, 54, would face life in prison with no parole.

Louisiana judge on Wednesday threw out an order from the state's Democratic governor aimed at protecting the rights of gay and transgender people, ruling that the governor had overstepped his authority. In addition to protecting LGBT rights, the executive order from Governor John Bel Edwards protected state employees against discrimination based on race, religion, disability and age.
