SALEM — A confederation of tribes in Ore­gon announced plans Tuesday to build a casino in the state capital and draw in crowds of gamblers from Portland. Among the almost countless number of federal statutes that are both foolish and unconstitutional is the Professional and Amateur Sports Protection Act of 1992 (PASPA). It’s foolish because gambling is a peaceful, voluntary act for which no one should be punished by the government and it’s unconstitutional because nothing in Article I, Section 8 authorizes Congress to enact laws to prohibit conduct simply because enough politicians regard it as immoral.
