As contractors widen Interstate 66 in Northern Virginia, they produce tons of excess dirt. So do excavators digging basements for homes or leveling land for commercial projects or schools. The Washington region has emerged from the recession looking even more affluent compared with the rest of the country, boasting seven of the 10 counties with the highest household incomes in the nation, new census numbers show. With a median household income surpassing $119,000, Loudoun County heads the list. Fairfax County, at nearly $106,000, is second. Both have held the same positions for several years running. More surprising, Arlington County leapfrogged from the fifth spot to third, with a median household income of almost $101,000, a $6,000 gain in one year. While the Obama administration is busy eviscerating private property rights at the federal level, Republican-controlled Fauquier County, Va., has decided to follow suit in its own way. Fauquier's Board of Supervisors recently passed a winery ordinance that tramples private property rights and some fundamental civil liberties. Most of the wineries are mom and pop operations. Some, though, have been more creative in marketing, employing more people, and generating revenue. The county thinks such success must be punished. ALEXANDRIA, Va. A former teacher at a Fauquier County middle school has been sentenced to more than 17 years in prison for producing child pornography by filming himself engaging in sexual activity with a student. Thirty-four-year-old Scott C. Howe, who taught at Cedar Lee Middle School, was convicted at a bench trial earlier this year. Howe used a video camera on multiple occasions to document sexual activity between himself and a teenage student who had been assigned to him for special instruction. Howe plied the victim with alcohol and filmed some of the sex acts at the school.

According to Otis, there are indications that homegrown gangs are forming here. But members of nationally known gangs, such as the notorious Mara Salvatrucha or MS-13, are here too, he said. Otis recalled one case he worked as a school resource officer at Fauquier High School in 2005. The case involved a teen who had lived in Warrenton for only a couple of weeks. Based on the way he dressed and other factors, Otis said he determined that the teen was affiliated with a gang.
