A new report issued last week by the National Academies of Sciences, Getting to Zero Alcohol-Impaired Driving Fatalities: A Comprehensive Approach to a Persistent Problem, urges a host of draconian measures in an effort to eliminate every alcohol-related driving death in the United States. The NAS report suggests that policy approaches expand dramatically from their present focus, preventing drunk driving, "to also encompass reducing drinking to the point of impairment"—the latter, in other words, targeting all drunkenness. Getting to zero, in the report's estimation, means a host of nefarious, neo-Prohibitionist approaches to alcohol regulation, including "lowering state per se laws...

A state police internal affairs investigator concluded there was “no evidence” to support an activist’s claim that three troopers conspired to concoct charges against him during a contentious interaction at a DUI checkpoint in 2015. Michael Picard, who supports the open carrying of firearms and opposes random DUI checkpoints, was charged with two infractions while protesting at an I-84 ramp in West Hartford. In a new ruling, the Supreme Court of Georgia clarified the rights drivers suspected of DUI have when it comes to interaction with law enforcement officers and the implied consent law. The court made it clear that the state's constitution does not give law enforcement officers the ability to compel drivers suspected of driving under the influence to take a breath test by blowing into a breathalyzer. It brings to question whether or not a defendant's refusal of a breath test can be submitted as evidence in their trial. As it stands, prosecutors can submit a defendants' refusal of the...

The cannabis industry could have a notable economic impact, if the U.S. federal government stays out of the way. Investors are always on the lookout for fast-growing industries, which means there's no surprise why marijuana stocks have been such strong performers over the past year. Far more pot stocks than not with a market cap of at least $200 million have doubled or tripled in value over the past year. Optimistic growth figures for the industry are seemingly everywhere. Aside from the fact that a record number of Americans surveyed by Gallup and CBS News want to see cannabis legalized...
