The holidays will be a little merrier for about 200 appointees of Gov. Dannel P. Malloy and other constitutional officers: They are getting raises ranging from three percent to 12 percent at an annual cost of $1.4 million. The raises were announced by Ben Barnes, who oversees the budget as the secretary of policy and management. His salary jumps by 12 percent, from $186,999 to $209,439. e Connecticut Supreme Court on Tuesday ordered the acquittal of a former Army medic who was sentenced to 15 months in prison for transporting a knife and police baton in his vehicle during a move out of state. Justices issued a 7-0 decision in the appeal of former Clinton resident Jason DeCiccio. The court said part of the state law on illegal possession of weapons in a motor vehicle violates the Second Amendment because it bans people from transporting weapons between residences when they have the right to possess those weapons in their homes.

New York Mayor Bill de Blasio's bill to ban horse-drawn carriages reached the City Council on Monday, in a move to phase out the carriages that often give tours around Central Park. The Food and Drug Administration is going to try its hand at shaming consumers into making healthier choices when they go out to eat. A popular bike path became the scene of a gruesome murder late Thursday when a life insurance executive was killed while running near her Connecticut home. Melissa Millan, 54, a triathlete and mother of two, was found stabbed at about 8 p.m. in the Hartford suburb of Simsbury, Conn.
