    There was no post katrina disarmament. this country has been on the biggest gun bying binge in its history over the last 20 years ~ what you saw in katrina was a fictitous news media story about cannibalism, rape gangs, dead bodies bobbing about, etc.

    The Coast Guard, Navy Reserve and National Guard were doing a tremendous job rescuing people ~

    ~ our news media do not like America or Americans. They'll take a disaster and make it worse.

    Not to defend this guy but he can make a lot more money elsewhere ~ he doesn't need the job.

    However, somebody just tied Clapper together with Snowden in a koinkydink ~ they both worked for the same company!

    Regarding any of their public statements these guys are not authorized to declassify anything, and just about everything about NSA is classified. That means if they say anything of substance they are either in violation of the classification rules or they are lying.

    Since we have no independent way of knowing we have to assume they lie!

    HIstorically that sort of thing has happened AFTER the population were disarmed. Our current president has been great for sales ~ something like 68 million more firearms in the hands of private individuals since he came to office ~ that's on top of well over 100 million firearms before he showed up.

    BTW, Obama is too stupid to plan any of this, but there are doctrinaire commies in his entourage who have plans in mind to repeat history as they see it.

    That's a recurring theme ~ the gay blades already don't like someone so they concoct a phony cookie or cake conflict then sue.

    The correct approach is to simply do a bad job of it. Good example of 'bad job' is to bake it 2 days ahead of schedule and apply 2 layers of icing (or maybe a week ahead ~ there are experts in this who know what it takes).

    That harms no one ~ but the cake will achieve a consistency similar to cardboard near the surface. Demand a significant advance deposit, in cash.

    The FISA court idea was put forward by the Church Commission. If you want to read about it don't read Wiki ~ they've already rewritten their pieces referencing that court so that Jimmy Carter and Bill Clinton bear no responsibility for it.

    The FISA court has a single purpose ~ to issue warrents upon presentment of probable cause that there's a foreign agent or sabateur mucking up the works INSIDE THE USA. I don't think there was any secret that we tap the world ~ as do the other guys eh! Our courts have no extraterritorial authority.

    The question is whether or not they've actually limited themselves and NSA operations to that condition, or have they gone beyond what we were told was their authority.

    Your typical European Star Chamber actually condemns people and draws and quarters them on the plaza just below their window. We don't do that.

    25,000 X $1000 (typical refund on EITC) is $25,000,000 ~ a large haul for a man; a mere pittance for a ginormous agency of government.

    A problem I have here is they cannot be properly presorting their mail to come up with this result ~ which means IRS is not paying attention nor is Treasury Department.

    The employees who do the work that makes those refunds real work for Treasury Department, not IRS, although IRS was supposed to be doing the quality control work on the system (if I read that report correctly).

    That report suggests the skullduggery happened in 2011, and probably 2012! That means these guys were ready to roll the minute the scam teams were abolished.

    As you imagined there are some other scams being run. BTW, Treasury, despite the fame of the vaunted T-men, just simply doesn't have the talent on board who can tell them how and where internal criminals are running scams. IRS security isn't comprehensive ~ they're into the kind of scams taxpayers run!

    Last time we had a deal involving Treasury it concerned the widespread practice of creating phony employees and how folks could get away with that one even when Treasury had a bond problem closely related to that particular problem.

    Let's get back to Geitner. Here's a notorious tax cheat put in charge of the agency through whom all tax dollars, bond dollars, refund dollars and expenditure dollars flow and Congress let OBama put him in charge.

    There's a general law of nature regarding the direction effluent flows ~ that was violated, or maybe elevated to the top. Tim's gone, but he can be held up as an example of what happens to everything when you put an unscrupulous idiot in charge of managing the nation's cash register.

    WOW! "IRS management disbanded the Questionable Identification Detection Team but did not put in place similar adequate processes to identify schemes and detect trends that could indicate fraud" ~ but to make this work they needed a confederate on the dock loading mail trays ~ or one further up the line who could drop some code into the system to segregate the refund mailings for dispatch over a period of time.

    At a minimum these guys SORT all their mail in sequence and then make the required breaks ~ electronically before it's printed.

    This is a sophisticated scheme involving a data center person, a management analyst somewhere in Treasury Department, and a guy in the mail room!

    There are so many ways this sort of thing can be avoided ~ and yet they did it!

    This reminds me of the days when IRS seemed unable to presort their mail to qualify for the lower rates they were paying.

    No one had looked at their mailing operations for a good dozen years. And, it's been about that long since I looked at them myself.

    This is a low dollar volume mail sender ~ as they eased out of mailing you 1040 forms with instruction books each year they eased out of having any concern at all for what was going on in the mail.

    By now some post office guy at a regional center has gone out to talk to them.

    So, stop and think of the problem you face in dealing with this problem. You're a government employee at a grade level 2 or 3 below that of the folks you are going to tell how to fix their business. They have access to the guts of IRS and if they think you misspeak they will drop a dime on you.

    You may have heard the stories of the last guy before me to do any kind of audit on IRS mailing practices, and he did or said something wrong ~ think he had a small business ~ and he went on the harrassment list. They hounded that poor man out of his job ~ well, them and his boss who was an AM General retread ~ now conveniently dead so he'll never talk ~ but IRS has their ways!

    The way to deal with this is go all the way to the top of the food chain ~ the Treasury Secretary ~ no one less. Anyone complaining about this is wasting their time piddling with the flunkies. IRS' operating budget is so hedged in with laws and constraints there's probably no one who can spend a dime to fix it EXCEPT for the Secretary.

    The Treasury guys won't like it but they actually OWN/RENT (With GSA) the oprations centers where this mail is generated and sorted. If they were presorting it they had about 500 letters per tray, which would give them 50 trays. THEY KNEW something was funny. They wouldn't get that much mail for the largest apartment complex in the United States!

    So, yes, it can all be fixed with programs at the point of the printing operation but it can also be fixed by finding the inside guy who told his buds running this scam where there'd be a good address to use to receive this stuff. He was watching mail prep, and probably loading trays on racks!

    MY considered opinion is it was an inside job by a gang.

    That was enabled by mismanagement and serious inattention.

    The story is the current pope is hot on the trail of that problem. Some time back we had stories about nailing priests and bishops in Argentina and I think Uruguay for having a family life ~ with women.

    Might let it play out a bit.

    I don't think protecting pedophiles was church tradition although in the MIddle Ages all the priests were from the noble classes who were pretty much immune from law ~

    hmm ~ the courts do that all the time ~ doesn't make it right but they do ~ cutting the federal government down to a manageable size and limiting the appellate jurisdiction of federal courts would be very useful in getting that undone.

    more recently the USSC opened up concealed carry! I think everybody would agree that what the states were doing earlier was UNCONSTITUTIONAL, so why did we end up needing to go to the USSC with the issue?

    There are processes set out in the Constitution we can follow far short of armed insurrection ~ not that anybody here has ever advocated that ~ first amendment, written mostly by John Leland ~ pretty well covers the waterfront.

    Regarding NSA in particular, it's just another government agency that consolidated a number of activities back in Jimmy Carter's day. As everyone recalls, Jimmuh was the guy who actually implemented the garbage Senator Church advocated ~ getting rid of all in-country on the ground intelligence operations ~ use lots of spy in the sky satellites ~ tap world communications sources.

    Work Church backwards to undo that ~ but until we get control of the technology we've unleased in communications, whether or not we have an NSA the Chicoms have access ......... so does everybody else who wants to spend a lot of money on it.

    You just don't know how big those companies are and how they interchange data ~ part of the business plan they have.

    Then some of our larger states that REGULATE those common carriers (mostly to collect taxes on cable, wires and telephone poles) CONSOLIDATE the data from all of them.

    Big gub'mnt is even a problem at the state level.

    FIX the problem at the root ~ then you won't need to waste $45 billion a year on an otherwise useless federal agency.

    It's a given I don't want any of that data collected by anybody! That cuts off the Chicoms, NSA, the Russians, the French and whoever else.

    If you don't cut off the creation of the data and its implicit information, you are just going to tempt all the bad guys and they'll get it anyway.

    It could be you are not getting the point ~ that if we have a set of laws that require phone companies, et al, to establish data files, and subsequently data bases, that have this information in them, then the gub'mnt is, in fact, the cause of the problem. Eliminate the data file requirements ~ prohibit data of that type from even being generated ~ and you don't need to worry about NSA or anyone else.

    There are other ways to generate billings!
