PHILADELPHIA (CBS) — It happened again. As soon as the warm weather hit, a large group of students in Center City caused a ruckus, endangered themselves, police and pedestrians. The Philadelphia District Attorney’s Office has charged 10 juveniles with Conspiracy, Obstructing Highways, Failure to Disperse and Disorderly Conduct. All 10 defendants are scheduled for a detention hearing Wednesday at the Youth Studies Center in Philadelphia. Four other teens were also arrested by Philadelphia Police on Tuesday evening, and they are currently being processed by police. According to authorities, 11 males and three females were arrested. All of them are teens.

(Jason Howerton) An extremely disturbing video showing a mother physically restraining her crying toddler while he is seemingly given a tattoo has gone viral for all the wrong reasons. People across the globe are expressing outrage at the brazen act of what many are calling child abuse. In the video, the toddler screams in agony as he is held down while one man draws the tattoo with a needle. At one point, the mother appears to say “mire, mire” — Spanish for “look.” Hardcore dance music can be heard playing in the background for the duration of the video.

KUNDUZ, Afghanistan (CBSDC) — Afghan police arrest two men for allegedly beheading a 15-year-old girl after her father turned down a marriage proposal. According to BBC News, the two men who proposed the arranged marriage and attacked her are relatives of the girl. “Our investigation shows those who killed her were people who wanted to marry her,” a Kunduz province police official told the BBC. ERWIN - Two Spring Lake men are accused of raping, kidnapping and trying to kill a 17-year-old woman who was found in the Cape Fear River near Erwin on Sunday with at least three gunshot wounds to her face, abdomen and hands. A flash mob recently overran a Northwest Jacksonville Walmart, damaging merchandise, as well as the store's security system. Police say over 300 people stormed the store. Police have not made any arrests yet.
