The Philadelphia District Attorney’s Office has charged 10 juveniles with Conspiracy, Obstructing Highways, Failure to Disperse and Disorderly Conduct. All 10 defendants are scheduled for a detention hearing Wednesday at the Youth Studies Center in Philadelphia.
