Congressional leaders passed a new stimulus package meant to alleviate the financial pain of the coronavirus, but it won’t cure all that ails PennDOT’s pocketbook. Pennsylvania Turnpike users can expect 6% toll increases in 2020 and 2021 but then — if the state Legislature follows through with plans to change how the state funds public transit — the rate of annual increases gradually will go down to 3% in 2028. The Pennsylvania Turnpike Commission authorized nearly $34 million in final design contracts Tuesday for an eight-mile stretch of the Mon-Fayette Expressway from Jefferson Hills to Duquesne. If final design goes as expected, construction could begin in 2022 for the first of three remaining segments needed to finish the last 14 miles of the highway from Jefferson Hills to the Parkway East in Monroeville at a projected cost of $2.1 billion. The cost of driving in Pennsylvania is going up on two fronts in the new year. First, the state tax on wholesale motor fuels will increase Jan. 1 — 8 cents for gasoline and nearly 11 cents for diesel fuel. Those costs are expected to be passed on to retail prices at the pump. Is it possible that a toll road could price itself right out of its market? That's essentially what the Pennsylvania Turnpike is prescribing for itself. Last week the Turnpike Commission informed us that tolls will go up a ninth consecutive year in 2017 — and stay on a steadily upward trajectory until 2044. Call it Pennsylvania’s highway robbery. A pot of money from a huge increase in fuel taxes and motorist fees under a 2013 law designed to shore up Pennsylvania’s highways and bridges is not so huge anymore, as a growing amount is getting diverted to the Pennsylvania State Police. Now, alarmed transportation planners, construction firms and engineers are looking at 12-year Department of Transportation projections that show a fattening state police budget consuming more dollars for construction projects.
