Police in Portland, Oregon declared a civil disturbance on Saturday after counter-protesters from Antifa showed up at a downtown Patriot Prayer rally and threw projectiles at the police, resulting in the deployment of flash grenades.

The police knew that Black Clad antifa thugs were armed, and intended to attack peacefully gathered conservatives. The police failed to protect this man, who did nothing more, or less, than exercise his 1st Amendment rights.
So, hold the police responsible, until they find the felony assault perpetrator. Then, I imagine the police might take their jobs seriously.

Antifa have ruled the streets of Portland since about the year 2000, mostly fighting with police, trashing businesses, and beating up an anyone who counters them.
Patriot Prayer has refused to be intimidated. A lot of the Patriot Prayer people are unarmed and just come to march, but they have a smaller group of fighters to fend off the antifa.
