Why hasn’t the GOP Congress shut this down???

The idea was to lure the best and brightest minds to the US, train them, then employ them so our tech stays ahead of everyone else’s

Not saying I agree with this but is my understanding of the practice.

US companies owning facilities in foreign countries is similar. Exploit good minds and cheap labor while still owning the technology.

Vote buying, horse trading. It gets slipped in as a condition for a vote on something else.

I know, it sucks. The President is correct, need more republicans in Congress.
