Liz, sadly I think there are a number of programs like this that are encouraging companies to hire foreign over US citizens.
The anti-American "American" employers even had their whore "American" politicians steal the $2 billions for foreign employees from funds for America's elderly!
An honest journalist should be able to find out which companies took the most advantage of that program AND which Washington politician those companies gave their political contributions to.
