Hurricane Harvey Live Thread Part II

Hurricane Harvey made landfall near Rockport TX about 10:00PM CDT Friday night. Top sustained winds were 130mph. Rockport High School sustained heavy damage when a portion of the roof collapsed. A senior housing complex collapsed. The Rockport courthouse sustained major damage with “a cargo trailer halfway in the building.” Multiple tornadoes reported in the Houston/Galveston areas. There are reports of scattered structural fires and a shooting was reported in Corpus Christi. Residents along the San Bernard River were advised to evacuate and most TX Gulf coast counties are under flash flood watches.

Many locations are under a boil-water notice. Power outages are widespread. President Donald Trump promptly granted a Disaster Declaration to Texas Governor Greg Abbott’s request. More than 700 members of the Texas Army and Air National Guards, Texas State Guard and the Texas Military Department have been activated and are positioning themselves throughout the state ahead of Hurricane Harvey and its anticipated landfall later this week. Ahead of the storm, FEMA sent supplies from its warehouse in Fort Worth to a staging point at Randolph Air Force Base near San Antonio.

What should the authorities do when people in a “mandatory evacuation zone” refuse to leave?
Should they physically drag them from their homes and arrest them?

Pretty sure it was FNC cameras inside a nursing home earlier, shooting video while staff and rescue workers were desperately trying to evacuate patients in beds and wheeled recliner chairs. I seriously doubt FNC obtained patient consent before broadcasting close-up the faces and conditions of very compromised elderly and infirm patients.

It really was appalling that the media have no responsibility to respect patient dignity. Some things do NOT need to be broadcast to the world. I hope some family members saw the video and sue the pants off of FNC.

Mandatory is exceptional. That’s why I would add the “urgent” category for the dams about to burst but not cover the home. Mandatory is for the dam bursting and covering the home. In those cases the occupancy permit is immediately revoked.

I’d bring in the fine folks from United Airlines / Flood Evacuation Services to handle it. But seriously the calculation has to take into account public cost. If there’s zero public cost, then there should be zero force to remove the guy. But I think there is always some public cost and thus a small amount of force needs to be applied. Taking by the arm, sure. Dragging, no.

That’s reasonable too: “Urgent” might make a lot of sense.

It might be interesting to “test” various approaches in much the same way large companies do market research.

I don’t think that answers the question of what to do with those who refuse to leave.

This is a great subject for discussion. For this storm, one of the primary reasons people historically refused to leave their homes was alleviated--pets were evacuated with their owners, and permitted into the shelters. This one change in evacuation and shelter policy greatly improved compliance with evacuation.

There are others who refuse to leave due to very realistic concerns about looting. This is a personal decision folks need to make between their lives and their possessions. When their possessions are ruined by flood water, it really doesn't make much difference.

Still others have lots of testosterone and a touch of clueless adolescence looking forward to the next exciting adventure stories they may share, thinking nothing is stronger than them. Invincible! If they don't listen to reason, then take names, give them a toe tag and a sharpie pen.

Still others are set in their ways, some may be due to a touch of senility, drug and/or alcohol dependence. Once they have been provided the risk to life, then give them a sharpie and a toe tag.

That's my opinion, your mileage may vary.

then the word “mandatory” should be changed to “strongly suggested”.

Crested along un-detained waterways, or in the Addick Barker detentions?

Video analysis from TWC (live) has Addick back edge at Highway 6 and Cairnway Drive. Generally, an extension of the reservoir proper north and,west approx 2 miles.

Oh screw you and your nanny attitude. Some people can survive just fine through a crisis while some snowflakes need government to protect them. Many of those evacuated would have done just fine in an upper floor or even in the case of those apartments, there was 3-4-5 stories. Here is the key, if you want FEMA money, get evacuated and get it documented, later you get a check. As it was reported, many did not evacuate because they had the means to stay, good for them.

WELL, LOOK WHO'S PITCHING IN TO HELP THE RED, WHITE AND BLUE !!!

I haven't heard it on the enemdia news yet, and probably never will...but three teams of Israeli disaster aid experts are on their way to Texas to provide vital relief and social support to the thousands of people who have lost everything to Hurricane Harvey.

This is not the first time the compassionate state of Israel has sent vital aid to the U.S. In the past it has sent disaster relief to our country following floods in Louisiana, the Carolinas, Denver and Detroit, hurricanes in Oklahoma, New York and New Orleans, and wildfires in Washington state.

Thank you Bibi...and the generous people of Israel!

two miles wow!

it will be interesting to see before and after satellite photos of all the water

plus all the muddy fresh water draining out into the Gulf

not only did this break the record for ms rainfall but it was over a HUGE area of 25+ inches ..usually you will get extreme events over a small area (i.e. Allison)
