Congress is just one of many power center in DC, and a declining one at that. The outsider Trump somehow managed to get elected, but you can see all the other power centers - from the surveillance community, the permanent Federal bureaucracy, the media, crony-capitalists, tech industry, the dependent left and their extensive leftist street forces - all attacking him simultaneously
The idea that a “GOP Congress” will fix anything is asinine. Indeed, many in Congress represent these other power centers
