In the video, which was published by the Florida Today newspaper Thursday, the teens can be heard laughing at Dunn as he splashes futilely in the water and screams for help.
"Get out the water, you gonna die," yells one, while another yells, "aint nobody fixing to help you, you dumb (expletive)." As Dunn disappears under the water, one of the teens says, "Oh, he just died."

According to the story there does not appear to be anything they could charge them under:
Police said the teens were identified and questioned by detectives, but it's unlikely they will face charges, since they were not directly involved in Dunn's death.

The article mentions that the drowned guy was disabled. Not too disabled to get to the tattoo parlor, I see. I would like to know how disabled tattoo guy got in the retention pond, though.
The stupid liability laws in most states say that you can not be held liable for not interceding, but, if you do try and help and screw up the rescue, you can be held liable. These clowns took the rule to a whole new level by viewing the victims pleas for help as entertainment, good for laughs.
They could always claim they don't know how to swim or whatever.

I guess Florida must not have a “depraved indifference” manslaughter or wrongful death statute on the books. Too bad, these “teens” deserve a good scare (at the very least).
So.... I guess to these ‘teens’ Black Lives DO NOT matter.
Especially when it involves water, which they are afraid of.
