Ted Cruz Introduces EL CHAPO Act to Make Mexican Drug Lord Pay for Wall

Sen. Ted Cruz (R., Texas) introduced the Ensuring Lawful Collection of Hidden Assets to Provide Order (EL CHAPO) Act on Tuesday, intending to cover the cost of the southern border wall by seizing more than $14 billion in drug proceeds from infamous Mexican drug lord Joaquín "El Chapo" Guzmán.
According to Cruz's press release, the bill would use all funds forfeited to the federal government during the prosecutions of El Chapo and other Mexican drug lords to fund the construction of the border wall. The funds could additionally be appropriated for other border security needs. The government is currently seeking over $14 billion from El Chapo in drug proceeds and other illicit profits.
"Fourteen billion dollars will go a long way toward building a wall that will keep Americans safe and hinder the illegal flow of drugs, weapons, and individuals across our southern border," Cruz wrote in the release. "Ensuring the safety and security of Texans is one of my top priorities."

Brilliant! How could the traitorous Democrats object to this perfect solution to funding the Trump Wall?
I have been hoping for some number of years that The Kentucky Derby could supplant Cinco De Mayo as our national early-May holiday. To that end, I myself have been hosting a KD party for my like-minded friends, serving, of course, mint juleps instead of margaritas, and Southern food (KFC is not just acceptable but an excellent starting point for the novice) instead of Mexican.
There are no froo-froo hats, and we do not waste our time watching even one minute of the four-plus hours of pre-race commentary, or the race itself.

The problem with implicit taxes on vice is that it disincentivizes the removal of the vice and incentivizes milking the vice.

This might actually be legal. Seized funds can be distributed to fund enforcement programs that affect the same problems.
Libertarians would have questions about it too.
Nobody really wants to win the War On Drugs as such. It’s too lucrative to keep on taking plunder in it. And the smugglers know that too, and they like easy property forfeiture. He knows that the county mountie does not want to kill the goose that is laying the golden eggs.
The Wall should not be funded that way; the incentives are too perverse. As a simple investment it should pay itself back.
And the Wall will likely also be a boon to Mexico. It alone will slow down trafficking of all kinds (not just drugs, but human smuggling) which is a net bane to Mexico.
Donald might have rhetoricized about making Mexico pay for the wall, when in reality what it saves to the USA and to Mexico will make the wall worth it.
I liked the idea of taxing remittance money back to Mexico & Central America, but that idea seems to have died... I like this one better and also like that it came from Cruz, I need to see some redeeming things from him after acting like the politicians I despise during the election.
