My guess is that there has been so many payoffs that the money trail leads

In addition, in his final days Obama opened up the NSA treasure trove of our most secret information and gave access to 16 government agencies as a bonus to the bad guys!
This really is old news, everyone in the cyber security industry knows that the US alphabet spy agencies spend the majority of its funding on offensive capabilities rather than defensive. They’ve always prefered that any discovered vulnerabilities remain undisclosed for those purposes.

FOX just had a whistleblower on stating what we all knew and that is the NSA gathers or mines as they call it, ALL transmissions within and in and out of the US and stores it.
Then “they” can go in and review that data at any time.
Thats where the “oversight” committee comes in and has failed.
There is no control over who has access to that data which is how Flyn’s convo’s were monitored at Trump Tower and subsequently leaked.
Leaked by someone that has access to that monitoring
DJT was correct.
I think only wrong on saying Obama did it personally which I don’t think he meant. Obama admin did it would have worked better.
Tucker was correct as well when he told that CT nobody who dares to sit on the oversight committee that he had no control over the information access.
AND—just before he left office Obama opened up the flow of intelligence that was avaiable so that it could be more widely disseminated between all the intel agencies. Who is his handler?
Perhaps the “Deep State” exists on a much vaster, international scale than we have anticipated.

My guess is that, when Obama knew he would lose control of the government to Trump, he arranged to have the CIA treasure chest leaked to Obama "Deep State" operatives in and out of the federal government, so that his people could continue to spy and sabotage. The leak went further than Obama planned.
There is no doubt in my mind that this dissemination and disclosure was carried out with Obama's knowledge and approval. It is the same MO as his spreading of illicitly-obtained information about DJT among the sixteen intelligence agencies prior to his departure.
The motive is Obama's personal ideology, such as it is: communism and Islam. Obama wanted to destroy as much of America as he could during his term in office. This is likely just a small portion of his farewell gift to the country.
An analogous question would be: why did Soros get such a kick out of sending Hungarian Jews to the death camps in 1943 and 1944 that he called it the "happiest time of my life"? He had little monetary reward. The motive was the same as Obama's: to destroy the underpinnings of civilization his mental illness caused him to hate.
We become susceptible to such individuals when we lose our faith.
