There is an apparent conflict between two statutes. One requires payment when filing for recount; the other references an estimate required to be given to the filer. If they did not give Stein the amount to pay, how could she pay it? This may end up in Wisconsin Supreme Court and perhaps SCOTUS. Here we go again.

There is also an outstanding arrest warrant in North Dakota for the petitioner Jill Stein.
According to this post by Future Useless Eater the co-petitioner was in an embassy in Cuba, post #335. Also look at the signature of the petitioner and the notary on the petition. It looks like the same handwriting and that the same person signed as both the petitioner and the notary. Can't notarized one's own signature. This may have been done because it was done in Havana and they didn't have a U.S. Citizen notary there. Would think that this could make the whole petition fraudulent. HERE IS JILL’S ARGUMENT IF IT GOES TO COURT —— she filed in a timely manner but the commission did not give her the estimate as required by Wisconsin law. Without that estimate, she could not pay. They admit in press release that they are still calculating the estimated fees.

Per a press release posted to the Commission’s website, the recount will start late next week after the appropriate personnel have been assembled and after Stein pays the recount fee. While no expectations were given for a completion date, the Commission noted that the federal deadline for all recounts is December 13th.
The Commission is preparing to move forward with a statewide recount of votes for President of the United States, as requested by these candidates, Haas said.
We have assembled an internal team to direct the recount, we have been in close consultation with our county clerk partners, and have arranged for legal representation by the Wisconsin Department of Justice, Haas said. We plan to hold a teleconference meeting for county clerks next week and anticipate the recount will begin late in the week after the Stein campaign has paid the recount fee, which we are still calculating.

I’ve read so many posts and so much conflicting information my head is spinning.
Regarding Pennsylvania: is it true that the only way a recount can happen is if Ms Stein petitions in court that there’s “prima facie” evidence of fraud, tampering, hacking, etc? If that’s true, I don’t see a recount happening. What are the facts regarding Pennsylvania? Thanks.

One caveat - there are some precincts where the three-voter challenge can happen, but not enough to make a difference.

Wikipedia on De La Fuente has him running his campaign for President on $ 16,999 of contributions and $ 6.9 million in loans, had been informed by prior poster on thread of the loans amount.
Initiative and the perception that such is a good idea which will help other FReepers.
