There is an apparent conflict between two statutes. One requires payment when filing for recount; the other references an estimate required to be given to the filer. If they did not give Stein the amount to pay, how could she pay it? This may end up in Wisconsin Supreme Court and perhaps SCOTUS. Here we go again.
