Relatively new code requirements you’re speaking to — which is good. But the annoying “false alarm” factor is still too high.
A few years ago, I helped a friend with a detector unit the continuously faulted. Why? The instructional label within the unit describing battery placement had the +/- signs inverted. So the battery never made proper contact. But as an integral component to a house-powered system, the (backup) 9V battery problem wasn’t alerted as a major failure, but instead as an annoying, infrequent chirp.

As we can expect the scumedia will rush to judgement in a terrorist event a GOP event but when a child dies in an intense fire that melts the metal bed frame they blame it on the smoke detector. There is more to this story Im sure.

How do you know it is not something like they were continually bombarding the landlord with requests to fix false-alarming systems — requests that were being ignored?
How do you know that they did not believe the dog itself would serve as an alarm? How do you know whether or not in fact dogs commonly do?
Yes, there are codes requiring landlords to do this. They can be held in violation of these codes.
I imagine you are now busy trying to dig up more information. Good. Tell us what it is, if you ever succeed.
There are so many variables.
PLUS, they DID have a dog.
I wouldn’t rule out ARSON here. This is like asking a police whistle to fix armed rape.
And contrast that to the very real possibility of sabotage. We have no broader picture — it is an almost oddly constricted story. We don’t know what kind of riff raff knew the family. To visit, undo the fire alarm, and then later come back and fire bomb the property, does not seem to be incompatible with the story.
It may be that all the condemners will be condemned.
My reply was unless the landlord was criminally negligent

But no just for mundane stuff I never relied on landlord for safety or fire escaping
Except in high rises where fire escapes would be paramount of course
I actually lived in a high loft above an industrial area once with one way out and a 70 foot drop
