Not to mention, police radios getting lost is a regular occurrence. A fully encrypted network would require the re-encrypting of every radio out there.
That is not correct. It costs just as much to encrypt one channel as it does to encrypt them all.
There are also different levels of encryption from commercial up to NSA provided keys.
We have portable radios that rotate cryptologic keys on a daily basis. It is a simple matter to change keys at the beginning of a shift. Any radios in the field will get updated as they rotate through the station.

To save you time when you check back in: it looks like this is over now. The SWAT team didn’t find the guy a detective had earlier encountered in the parking garage. They believe the guy may have escaped. The guy could have been someone with evil intent, or could have just been some goober who was where he shouldn’t have been. They’re going to send the canine unit in for another search, but it’s all quiet now.

I suppose I could have been given erroneous information by our tech services but that was the answer I was given when I asked why all channels were not encrypted.
Of course, I work in an area where we have at least 57 different police departments all able tied to the same digital server on some channels but being dispatched by different agencies.
When I did a stint with the Feds, if a radio was lost anywhere CONUS, it was a complete recoding done manually. It was quick but still a pain.

its not like anybody gets a great life handed to them....if you're rich, yes, or your parents rich...or if you are a star athlete or a great singer...
but 99.9% of us went to grade school, behaved, studied, did our homework, finished HS and some of us went on to college...others went into service or did other schooling... most of us married and a lot of us are still married to the same person....we took care of our kids and made them go to school....
we worked for whatever is left of the middle class life....WE WORKED...

EXACTLY.
I grew up in a slum, then went to foster care, then I joined the military, , once out of the military I moved, then went to college, and school for my profession. I don’t live in a big house or have a fancy care, but the house is paid off, I have no debt and my oldest right now is in the marine corps boot camp at Parris Island, all my kids are honor roll and have never got into trouble and have manners. Been married next month for 21 years.
Life is what you make it and yes there are ups and downs and sometimes you don’t get a job or promotion based on favoritism etc, but you move on and don’t blame others or play a card as a victim.
Shame that is not what is being taught in many areas of this country today seeing as most now want to play a victim card and go crying about it.

If you encrypt one channel you have sunk the cost, might as well encrypt all except mutual aid. Additionally, with a large portion of local PDs going to trunked radios, kicking one lost radio off the system is quick and easier than distributing new keys, even with over the air rekeying.
Feds are all encrypted. What are the legal challenges?

It’s just that W’s got to have considerable influence on both the state and federal level - it seems he could marshal some kind of stiff resistance to these people. Or at least help.
I’m not going to do your legal research for you. The reason civilian LEO communications are not encrypted except for tactical situations is because of existing case law and public records laws.
