It is all planned - not specifically in this manner but his goal was to bring down the USA to it's knees and with the help of the gutless GOPee he has succeeded wildly. He wants this to escalate to the point where marital law is called for and then he is not booted out of the WH. Check out the hacked RAT Plans for this very scenario.
