The city on Monday reached a $6 million settlement in a lawsuit over the death of Tamir Rice, a 12-year-old black boy shot by a white police officer while playing with a pellet gun outside a recreation center.
An order filed in U.S. District Court in Cleveland said the city will pay out $3 million this year and $3 million the next. There was no admission of wrongdoing in the settlement.
Family attorney Subodh Chandra called the settlement historic but added: "The resolution is nothing to celebrate because a 12-year-old child needlessly lost his life."
The wrongful death suit filed by his family and estate against the city and officers and dispatchers who were involved alleged police acted recklessly when they confronted the boy on Nov. 22, 2014.
Video of the encounter shows a cruiser skidding to a stop and rookie patrolman Timothy Loehmann firing within two seconds of opening the car door. Tamir, who lived across the street from the rec center and played there almost every day, wasn't given first aid until about four minutes later, when an FBI agent trained as a paramedic arrived. The boy died the next day.
A grand jury declined to bring charges against the officers, and a federal civil rights investigation is pending. The shooting raised questions about how police treat blacks, spurred protests around Cleveland and helped spark the creation of a state police standards board to lay out rules about use of deadly force in law enforcement.
Samaria Rice had alleged that police failed to immediately provide first aid for her son and caused intentional infliction of emotional distress

Stupid hyped-up cops.
ALSO, incomptenent dispatcher and idiot friend who gave him a toy gun with the orange tip removed.
The media never omits mentioning the races when it benefits their agenda.
You honestly think it would have happened to a white kid in a white neighborhood?
I would bet the family will run out of that money by 2019 at most. I bet they already see spending spree. Bankrupt by 2019 guaranreed.
And of course the family says it’s not about the money, right? And that they’ll use the $$$ “give back” to the “community” to help Black inner city youth and set up a scholarship fund for them, right? Yeah, I and got a mountain ski resort in Florida, real cheap.
“You honestly think it would have happened to a white kid in a white neighborhood?”
Probably not. I’d speculate that cops aren’t half-expecting to be shot every time to they approach someone in a white neighborhood.
Do you perform the “roll ‘em up and lock ‘em” drill in a mostly/white neighborhood like you do ridin’ thru da ‘hood?
Yes.
Stupid kid
Basically common sense. White kids do not do this stupid kind of sh1t. White kids dont do flash mobs and steal everything not nailed down either.
And if they were in a liberal white neighborhood some white lib adult would call the cops on a white kid with a gun.
Well you get the gist of it. Six million might be a bargain.
Security video in Cleveland shows that there was no order to "drop the gun", no warnings at all. Within a second or two from the moment the cop left the car the kid was dead.
God forbid a 12-year-old kid should have his life in danger for playing with a toy gun.
I did that all the time when I was a kid. No cop killed me.
Of course, nowadays, we have to make sure the cop "feels safe."
Funny, when I was a kid, it was the cop's job to make ME feel safe.
When did that turn around?
You didn't play with toy guns when you were a kid?
they did not look real. plus adults were not hypersensitive gun phobic paranoid idiots and urban black kids of 12 regularly did not have actual guns or realistic replicas of guns on them.
common sense of today says when a young black kid has an actual looking real gun and is waving it around, versus a suburban white kid of same age, the black kid has the real gun. who is more likely to have a real gun? cmon.
Failing to follow the instructions of a police officer when he rolls up on you is .... stupid.
Cop jumping out of the car with gun drawn expecting trouble is ..... stupid.
Dispatcher not passing critical information on to the officer about the 911 call is ..... stupid.
Lots of stupid here to go around.
