I’m starting to think if any civilians have been shot, it’s by police returning fire in just the general direction of the shooter, although there were reports that the shooter fired at cars.

From the looks of the map, the bank’s about a block away, and the shopping center’s below that. VA hospital’s north.
Bare ground to the west. Only nearby building is offices right next door to the east.
