They are just not bound by college rules where if the women falsely accuses them of rape, the accusation is effectively a conviction in a kangaroo court, and they are liable for expulsion.

If she really means "No", the most unambiguous way of indicating that is to get up and leave. The experience of many guys is that "No" often means "Not yet, you need to give me more foreplay first".
Our oldest graduated from A&M. Once, while visiting, I noticed a rainbow colored stress ball, in a stack, on the desk.
They had to attend a mandatory LGBT diversity class, and that was a handout.

I just dislike environments where people can be punished on a false accusation, which describes the university environment today. I graduated close to 40 years ago, so it doesn't affect me personally.
There is a reason why we have a justice system with rules of evidence, where there actually has to be convincing evidence of a person being guilty before he's punished.
