My late Mother was an inveterate golfer and despised Bill Clinton for his well-known habit of taking
mulligans throughout a round of golf. Her statement was that, as a self-regulated game, the golfer calls the penalty upon his/her own actions, but Bill showed his contempt for the rules by his mulligans.
My Mother believed, with good reason, that it showed a character flaw as demonstrated amply during Bill's term in office. As is frequently the case, like marries like, and Hillary demonstrates the same character flaw, rules are for thee but not for ME!
FYI: I have not heard of Obama doing the same (mulligans), so if for nothing else, I respect that!
