Yep! Without an email verification system, you could've signed up anyone you wanted.
You would probably also have to enter a valid credit card number to pay the entrance or sign-up fee from what the release stated. Possible, but probably limited in number.
Today on Shepard Smith, he had a government “lawya” blowing about how the government wouldn’t tolerate the use if government e-mail accounts ( as has been shown) for this kind of stuff because they ( the government) has “standards” of behavior to protect.

These people are beyond stupid. When this story first broke there were threads here about it, someone suggested that this AM site had a lot more SCAM in it than “real people.” They said to search for “ashley madison scam” to see what is going on. I did that search and clicked a couple of links to forums people setup to complain about how they were being scammed (and also getting suckered out of big bucks each month).... it was fascinating to read about it.

Email addresses don’t mean much for true identity.
Credit card payments on the other hand mean a lot towards who’s really using the “service”.
