Because the city fathers of San Francisco declared themselves to be a “Sanctuary city”, in defiance of existing Federal law. And there are SO many Republicans on the city council.
Insofar as the Republicans are involved, it is because of resistance on the part of Bush-43 to take an active role in closing and ENFORCING the border from September 12, 2001 forward. Instead, in deference to Ted Kennedy, the border was permitted to become ever more porous, and the failure to control the border falls entirely upon the insistence from the various Democrats, particularly those in non-border states, that wanted the easy access to future Democrat dependencies (and votes), all in the name of “compassionate” chain migrations once the first few got here illegally and had anchor babies.
