BRANDON RUFF really didn't think it was going to end like this.
The veteran Philadelphia police sergeant, who in August was detained and later pulled from duty for trying to turn in three handguns anonymously, told the Daily News yesterday that he has learned he is going to be arrested and fired on Monday. --snip-- decided to hand in the weapons there while he was off-duty on Aug. 3, believing he could do so anonymously under a no-questions-asked policy. Did he turn in his “throwdown” guns?
He should have used the “found on post” argument, after soaking the guns and any bullets in bleach for an hour.
“I was walking my cat when I saw this suspicious looking bag with what appeared to be a gun inside. On further inspection, it turned out to be three guns. I secured the bag and its contents and brought it here.”
I don't either. But at this point, it seems like the cop is clumsily trying to do the right thing. Otherwise, those guns would have ended up in the river.
It took five to seven officers to subdue him for arrest, as he tried to to storm off uttering profanities?
I actually have some sympathy for the cop here, IF his version of the story is true. He tries to get three guns off the street, and all he gets is grief for it.
Suppose you found a WalMart gift card in the parking lot. So you make the effort, and go back into the store to turn it in. Instead of thanks, the manager begins to hassle you and asks you all sorts of harsh questions. Perhaps you might start swearing. I know I just might.
I know a gift card is not the same as a gun, but still...

Watch for the police to not run ballistics on them to check against other evidence.
He was turning in guns likely used in crimes knowing they would be destroyed. He got caught IMO.
Stupid hoplophobic gun laws led to more stupidity by the cop and even more stupididty by fellow cops and then greater stupidity and on and on.
Abiding the 2nd would have solved it all.
Or just identifying himself.
I would prefer the first (following the 2nd) but having some gray matter between the ears would helped also.
That was my first impression but I think a cop would know dozens of ways to destroy or hide guns if he really wanted to.
No questions asked....they destroy the weapons....nothing gets checked against priors....what could be more simple?

As a police officer, he should have known better. If those weapons were previously used in a crime, it would be much easier for detectives to track down the criminals who used them. Turned in anonymously, all they have are the weapons. If the Sgt had turned them in, he could have led detectives to the person who gave them to him. Sounds like he was trying to protect a bro and it backfired.
Apparently, once the Police State representative says "tag, you're it!" (According to police records, Ruff refused to identify himself when officers demanded to know more about the weapons), as a peasant, it's your duty to DUTY to do a running faceplant to lick the boots of the PS rep, lest ye be thug-scrummed.
I've had two "tag, you're it" interactions with ordinary incompetent government agencies over the past year.
Once they put the touch on you, they sit back and laugh as they watch you struggle like a fly trapped on flypaper. Doesn't matter that THEY effed up, and don't know what they're talking about.

Gun buyback corruption in Philadelphia
An audit of $800,000 in DoJ grants to run a guy "buy-back" program showed that nearly $480,000 was corruptly used. The director of the program gave himself a $85,000 pay raise (without asking the board of directors to approve), brining his total pay to over a quarter of a million a year. He also spent thousands on gas, hotel rentals, and clothing. It paid $44,000 in rental and utilities for a building it used one a month. And it could not account for $28,000 in gift cards that were not traded for a gun but could not be accounted for. On the side, it obtained 2,871 guns ... at a cost of $279 per gun. Since it handed out $100 gift cards for each, that indicates that close to two-thirds of the money went to "overhead." For an operation where the police actually collected the guns, and the organization simply handed out the gift cards.
Oh, BTW - there must be two different Philadelphia Police Departments, because if you look through the older stuff on the "OTHER" Philadelphia Police Department website, you see many gun buyback program announcements with the words "no questions asked" and "anonymously".
So it was just this officer's bad luck to stop at one of the "other" Philly PD's precincts. Well, either that, or the afore-mentioned "police officials" are lying like rugs... LOL!
My guess is those guns have a criminal history so the cop told his buddy he knew how to get rid of them, with no questions ask.
The serial number check instantly came back as stolen guns, oops! Now they started asking questions.
