After locating a stolen car at an apartment complex just after midnight on Monday, Sergeant Robert McCarthy fired three shots, one of which hit Cedric Bartee.......Bartee underwent surgery and was in stable but critical condition

Good Lord! Do any of these LEO's spend any actual time at at the range. Three shots, one hit and it wasn't fatal so the perp, if armed, could have returned fire and killed the deputy.
