They did use excessive force but that wasn’t what was up before the grand jury.
These armchair law enforcement officers have no clue.

Excessive force for someone as large as Garner resisting arrest is anything more than hands. That was not the case here.

When the officers outnumber a misdemeanor offender who is not armed, killing the offender in the course of the arrest is at the least negligence, which appears to be the case. Some states criminalize the negligent taking of a life-I don’t know about New York.
