I personally think the double-voting is the reason for the huge increase in absentee ballots. A couple of years ago, a friend of mine received a request for absentee ballot for his house in Fla when he lived and was registered in PA. He told me too late to do anything and had thrown the document out or I would have personally tracked down the source.

Having voters registered in two states when people move isn't all that uncommon.
If they don't cancel their registrations then and the state has no process to try and
identify people who move then there are going to be multiple registrations.
I'm not sure of the answer. Texas sends out a new voter card every two year cycle. It
isn't supposed to be forwarded but returned to the registrar of voters. You
don't have to have the card to vote as long as you have an acceptable ID such as a drivers
license with the same name/address.
